Russia was the cop of Europe for certain Russia friendly states, although they, like England, preferred for others, like Austria or Prussia, to do the actual fighting.

European states would call in the Russians if really in a jam, especially against Democratic Revolutionaries, theirs or others'.

The Rooskies did not like either Revolutionary France or Holland, or Napoleon.

They did not like the Turks. Nuf said.

They plotted against England, or worked with them to screw Europe, at different times, just as England or France plotted against Russia with the Turks. Austria was stuck with the Turks, and to some extent with Russia.
