Imperialism had seemed, but only seemed, to be unnecessary and  unjust, especially even within the Western European liberal Establishment, already since the 18th Century,
 
quite apart from later disastrous developments in the 20th Century with which both democracy and capitalism should be implicated as causes of disaster, rather than as cures for imperialist wrongs.

Was FDR a democratic capitalist, or an imperialist, when he agreed to Stalin taking over Eastern Europe?

Was he a democratic capitalist, or an imperialist, when he insisted that China should be one of the Four Horsemen?

Take your pick.
