"The Soviet Union still included plenty of non-Russian territory that was in effect ruled imperially, but after 1989 it too became independent." DK
The Soviet Union included non Czarist non Russian territory because of American military and diplomatic acquiescent blundering.
It was not ruled imperially at all by the Soviets, big big difference.
If, on the other hand, you nevertheless take the untenable position that Stalinist Bolshevism was in fact imperialism, you are caught on the other prong of this dilemma, that of having agreed to this arrangement yourself at the end of WWII, contrary to all your anti imperialist principles.
Take your pick.
I would advise going with acquiescent blundering rather than intentional imperialist Soviet collusion.
Oh, by the way, there is no correct answer.
