It is sad to have to recount this summary.
Those who might have read The Anglo-American Establishment may be able to follow my drift.
The forces in the West which had put in place the circumstances which eventually lead to the world wars, both wars really, behind the scenes, remained in power afterward, in spite of what Quigley had said at the end of the book, and both in Britain and America, which then took over, controlled events, although Britain's and others' colonial empires were dispensed with under American requirements, and as a result also of British longstanding lack of resolve, based in part on Milner Group ideology.
There were some good things: no Morgenthau Plan; the Marshall plan put in its place, etc.
But that was it, really, big picture, re good things.
What else was put in place then? Call it simply the liberal international economic order.
Who put it in place? The same interests and ideologies which had caused the previous world wars. I can spell these out, listing institutions, acronyms, etc., Kindleberger figured prominently in several, but why not give readers something useful to do? Terms search: Kobrin
Re American sympathy for the Soviets before and during WWII, The Haunted Wood is useful. Harry Dexter White, at Treasury, probably a spy for the Soviets as well as a sympathizer, worked closely with Morgenthau, and later with Kindleberger.
My hindsight solution for WWII would have looked very different from the liberal international order. It is set out in various places on this blog.
