I HAVEN'T STUDIED THIS QUESTION CLOSELY YET

But it seems that one can date the decline of Western Imperialism already to the end of the Seven Years War, 1763.
 
This certainly was a tremendous blow to France and paved the way for the French Revolution in 1789, although some historians do not see these two events as connected. I do.
 
By 1763 France had been defeated by Britain, the whole colonial world was more or less de facto in Britain's hands, but also beginning in places to go down the revolutionary road to independence.
 
The democratic revolution, which would upend the West, including Britain, politically, economically, and ideologically, was already emerging in the 1760s.
