Whistleblowing is not a good solution, under our system, for actually getting any substantive reform.
Muckraking is not a helpful way to promote reform, especially under a spoils system, where either party in power abuses its prerogatives against the other whenever possible, and the out of power disgruntled deep state stragglers whistleblow whatever they find, which the media can then blow up into an apparent scandal.
The system's solution for scandal is not actual reform, but rather is to vote out the in power tarnished party or politician, and replace it with the out of power one, which then is fair game for muckraking and whistleblowing by the newly dispossessed party.
