Liberalism in the West was itself predicated on the long prior dominance of the West over the Rest. That is, Western liberalism itself was based on the domination of the Rest by the West.

When that underlying dominance slipped, based on a self inflicted crisis of will, ideology, and a series of military disasters, as it has since the end of the 18th Century, really, Western driven global liberalism has itself gradually fallen apart.
