THE JAPANESE GOVERNMENT SHOULD HAVE AGREED TO DENY THE CUBAN AMBASSADOR ACCOMODATION AT HILTON

if the Hotel chain decided to deny him service, but for obvious other reasons:

He can stay in his embassy or consolate.  If he has neither, then he shouldn't travel to that country in the first place.

Further, he can seek accomodation at the diplomatic missions in Japan sympathetic to Cuba.
