The forced migration of poor destitute Jews from Russia into Western European ghettos was the main source of Nazi anti Semitism.
They expelled them from Russian Poland and from the Pale.
Nothing stopped them.
There had always been anti Semitism in Christian Western Europe and in Orthodox Eastern Europe. There was gross anti Semitism in France, signified by the Dreyfus Affair, before the largest Russians expulsions.
Anti Semitism is emblematic, definitional, really, of Christianity.
