They still had the old European Order in place as a foundation.
But, multi civilizational, and attendant multi racial, call them in modern terms multicultural, tensions led to perpetual drift, in fighting, indecision, vascillations, and relative weakness, going forward. Encroachments, both by slavic elements from Russia and islamic elements from the Ottoman Empire, played upon their minority civilization populations. The same thing very much continues to happen in Europe.
The uni civilizational wolves, the Czar and the Sultan, had each been at the door, for centuries, by the time Napoleon came on the scene to attack, once again, from the West, such as it was.
