Blacks have long been, and will long remain, a restless, disgruntled, bitter, disadvantaged, easily identifiable, outspoken, accusatory, and underemployed, minority, among a sea of other somewhat similarly situated minorities, some of the elites of whom however are better situated than elites among the blacks, or even the rank and file better than compared to the black the rank and file.
You can't legislate away Mexicanness, Asianness, Scandinavianness, Eskimoness, American Indianness, Africanness, Semiticness/Arabness, Hinduness.
You can try until you turn the color purple, but it won't work.
