It is useful to compare his remarks with the lecture discussions of Childers on the rise of Hitler. See especially Lecture 3, I believe. Hitler was first employed in the German Army to monitor political gatherings, with particular interest in left wing ones, the most troublesome at that time in Weimar Germany, although there were also political assasinations carried out by the far right as well during that time. Hitler had had a long history of political operations by 1930.
Professor Kaiser is familiar with Childers also, since he apparently commented on DK's draft of his book on the economic and diplomatic causes of WWII.
