Why would any country, or civilization, in its right mind, aggressively promote a long term political policy of widespread global capital, communications, product, and process industrial and commercial sourcing dispersion and fragmentation, including strategic technology, products, and processes, across national and civilizational boundaries, if it had either national or intra civilizational alternatives?
