It is sleight of hand to blame Republicans, and Newt, beginning 40 years ago, for the so called tribalism he bemoans now.
That tribalism arose on the right for a reason or reasons. What do you think they were?
One of them, certainly, was the disappointment of Orthodox Jews for how we were treating Israel, a decidedly foreign policy matter for which a vital center was not considered nearly enough.
On the other side, vital center liberalism didn't nearly live up, decade in and decade out, to its promise to lower and middle income people, who foolishly had believed in it here, for the obvious reason that it had not at all been crafted, or operated, to enhance their prosperity domestically at all!
It was the weak vital center liberalism he most espoused, and now bemoans, which caused the tribalist reactions he now bemoans.
He wants the weak vital center back.
