Many questions can be raised here:
Why can't they determine who the rat whistleblower is? That, by itself, given the level of national security IT, is tremendously troubling.
If the rat is military, national security is implicated, regardless of which side(s) you are on.
Say the rat is also a double agent for the Rooskies, or China? How do you know?
Say it's a fake story. How would you know?
