STARVING PEOPLE ARE THE FLIP SIDE OF MILITIAS

Both are fighting for scarce resources, and destroying what exists around them in their struggles to eat. kill, and not get killed.

They are hungry, violent, erratic.

That will not get better with the passage of time.
