POOR COUNTRIES GENETICS

Poor countries are poor not because they lack resources but because they lack effective political institutions.
Fukuyama, in Wade, p 148

I would just add, they are not poor because of Western colonial domination, slavery, or oppression. See also Bairoch. 

They were colonially dominated oppressed, and enslaved, by coincidence, and also because they were endemically poor and poorly governed by comparison. 

The West did not need the Rest economically, and to dominate it to do that. Bairoch.

Re The NYT 1619 Project, The Rest did not build the West.  

Some examples of Western trade involve no colonization or takeover of the trading partner in the Rest.

It dominated it opportunistically and ideologically; theologically as well, thinking to convert savages to Christianity.

There has now been a lot of talk here about reparations for slavery, and even talk about reparations for Western Civilization dominance of the Rest in general. 

All this is the result of the crippled state of Western Civilization at this point, a sort of dead man walking, in Krugman's terminology, a Zombie.

Some of the West Zombie's actions involved aid transfers, not "reparations" God forbid, to un and underdeveloped areas which were former colonies of the West (and of each other at various times; but that is another story).

"Billions of dollars' worth of (Western) aid have been poured into Africa in the past half century with little impact on the standard of living." Wade p. 148. 

But, I do not agree with the Why Nations Fail thesis, and Wade, maybe, will not either.  We'll see.

What Krugman recalls, even more than Bairoch, is the man whose statue the dumb bitches at Oxford just had removed as a symbol for them of white racism and nothing else, but who had  also been the mentor of Western liberal "help the natives" ideology, Cecil Rhodes.

KRUGMAN OXFORD UNION CONTINUED HE TROTS OUT THE BOGEY OF PROTECTIONISM

He says not a lot of support here for protectionism. He is not very worried about it at all for advanced countries. 

He almost sounds a like Paul Bairoch here, the West did not get rich by colonialism or slavery or imperialism (Surprise!), and won't get very much poorer or much less prosperous, relatively speaking, with less of it under protectionism anyway!

He returns to the theme of his globalization, it is mainly necessary to benefit poor countries like Balgladesh, and Viet Nam, whereas rich countries don't really need it that much and can do without it a lot better.

Globalization for Krugman is mainly for the ultra poor of color whom the white West can keep on helping.

He appears to seriously think that one can lift about 4 billion mostly starving coloreds up out of poverty, without enormously frogging the already heavy environmental drag on the planet, while at the same time eliminating global warming, and still increasing Western relative prosperity itself.
The best way for me to describe this is Pollyanna Economics.

Few people seem to realize that he is not operating with a full deck.

LERER CYNICAL MAGA WHITE NEGRO WHIG INTERPRETATION POSTMODERN HISTORY DIATRIBE RANT

Floyd's niece had asked something like when had America ever been great?
I agreed, but not at all for her or Lerer's stupid as fuck reasons.

This Lerer rant belongs in The 1619 Project Hall of Fame:

She says the past was terrible for everyone who wasn't a white male, basically.

She thinks that negroes built America and Western Europe from 1500. Dumb as fuck.

When had the past every been great, for most all people, who had ever lived of any color, including white, sex, orientation, religion, nationality?

When had America ever been great?
When it still retained vestiges of a successful Western civilizational heritage, not one based on slavery, but incorporating it, along with the hard bondage treatment of white Western settlers as well, for whom it had certainly also not been great at all. 

But for those poor Western whites, bad as things were, by the time of the Industrial Revolution in the West, conditions for them had suddenly become incomparably better than for savages in Africa, India, or Southeast or North East Asia. Gregory Cclark actually did the numbers. Even someone like Braudel made similar observations.

Apart from that, most all people in the world and in history and prehistory got what they were dealt in their time. 

For the enormous expanse of history and prehistory, they almost all, of any color, got life and death under terrible conditions. 

Most all of the people now alive still live under terrible conditions that neither Lerer nor anyone else here of any color will change for the better, but rather likely for the worse. Trust me.

See Colonists In Bondage, for one account of the long sad history of white bondservants in colonial America, written by a well respected historian who spent most of his career working for the CIA.

You will see much the same general story, re white servitude forced labor, if you ever come close to sniffing Bailyn's Voyagers......., or Elliott, Empires Of The Atlantic World, two of the most highly respected historians of the 20th Century you never heard of.

One can see, from the Biblical references in White Over Black that Hebrew, and probably other tribes' anti negro racism had gone back to prehistoric times, certainly at least in the Middle East, and very probably elsewhere along the southern coast of Eurasia.

So when some bozo tells you that anti negro racism only began, and was only caused by negro slavery from Africa to the New World after 1500, you just laugh at their dumbasses.

Neither the backwardness of Africa and Asia, nor the advanced industrial states of Europe, had much to do with either colonialism or negro slavery, either way, either before or after it. Wade, A Troublesome Inheritance, See especially Ch 7, and Gregory Clark; Paul Bairoch; Fernand Braudel. 

Japan was the only industrializing non European power in the 19th Century, taking everything from the West, and for a hundred years trying to give as little as possible back.

EUROCENTRISM VERSAILLES KEYNES BAIROCH PIKETTY

It is good to recall that Keynes was not talking about booming the third world.

Third World backwardness and poverty were not at all caused by the West, as one merely reading something like Marx, or today, something like Piketty, might conclude. Western exploration took a huge toll on the New World, but that was an unintended, and very unfortunate, consequence. They wanted gold and silver for European trade, not to trade with the natives. One has to distinguish between 'the proletariat' and savages..........

He, Keynes, wasn't even thinking of the third world much in something like The Economic Consequences of the Peace.

He was thinking of the industrialized West.

The West did not get to its dominant industrial position by agricultural and mineral extraction trade with, and domination of,  the third world, but rather by industrial and commercial trade within the West.

The Economic Development of the Third World since 1900

He makes some important observations I never thought about.
Why has third world agriculture, not even to get into third world industrial development, been so problematic? 

Some problems have to do with vegetarianism itself, normally associated with religious systems, and its tendency to keep people at or near a subsistence level for various reasons versus animal husbandry and its associated advantages.

Many people nowadays will try to tell you that vegetarianism is good for you and good for the planet, and there are elements of truth to that, but they miss Bairoch's arguments completely.

Additionally and catastrophically, he criticized very early what was then called the green revolution, already seeing where it was heading. 

It later has turned into a horrific monster with Monsanto and corporate control of vastly reduced numbers of strains of crops, and built in pesticides, re genetically modified products.  

It has been a truly horrific development, originally started by Western market capitalism and its philanthropy to feed a hungry enormous and bloated world population, so to speak, Arthur Daniels Midland, Monsanto, Dow, Etc.

Now it's even Microsoft, Bill Gates, Mr thousand dollar third world toilet, advertising AI to feed a hungry world with high tech.....

WESTERN INDUSTRIALIZATION WAS NOT BASED ON THIRD WORLD EXPLOITATION

Oppression and enslavement of third world folks was Kismet, and a happy coincidence. Icing on the cake of Western industrial development, so to speak.

That exploitation was purely incidental. 

You will never convince any low level person of any color of that today. They all think they made the West what it was, and now should be paid reparations for their subordination, and for the theft of what they contributed to Western domination of them. 

The people of color believe that they themselves, alone, made Western domination of them possible in the first place.

Paul Bairoch referred here to colonialism and to the exploitation of the third world in the 19th and early 20th century. 

He argued that this exploitation was not indispensable for industrialisation. 

This he thought is "good news" for the third world because it means that development could occur without exploitation of other regions.

THE DIRTY LITTLE SECRET REGARDING COLONIALISM IS THAT IT WORKED

You don't develop these pups.

You exploit their natural resources for you not them, and otherwise leave them where you found them, in a state of nature.
You don't have to sell them, or trade them, industrial products; certainly never teach them to make them themselves for sale.
Most of that trade, contrary to theories of industrial development being tied to colonial development, especially in the industrial revolution, was intra European  and North America trade, not driven by colonial trade. Raw materials inputs weren't the big cost factor. Most of the biggest raw materials inputs for the industrial revolution came from within Europe anyway. Cotton was an exception.

COMPARATIVE ADVANTAGE

You used to hear a lot about this idea, even halfway into the 20th Century. 

It was an economist's panacea for a virtuous specialized world trade market, leading, by natural self correcting equilibrating forces, to prosperity for all everywhere eventually.

It didn't turn out that way at all.

Reading Bairoch's book, one sees unfold the disaster it became for the under developed world.

Not that I am a fan of third world development in the first place. In fact the opposite.

But were I trying to promote it, comparative advantage would of course with hindsight be the last place for one to look for organizing principles for third world development.

RE THIRD WORLD ISSUES IN GENERAL THE AGENDA

Why am I talking about such crazy things as outdated economic historians talking about problems of third world agriculture?

The reason is to begin to burst the bursting bubble presumption that it was merely Western Imperialism that held the Rest back singlehandedly, apart from other causes besides merely Western imperialism.

This is a theme Bairoch touches on in some works, and we will bring those passages forward, to show that it was not merely the overbearing Western white man who dominated the colored man of the Rest, but also the backwardness of the colored man and his civilization itself which had made such domination possible in the first place, and its causes in the culture and history of the colored races and civilizations themselves rather than in the West itself.

Maybe, if the White West had not so dominated the Rest, the overwhelming majority of them might now have three bowls of rice a day, instead of two, and now live in a somewhat larger thatched roof dirt floor hut.

Convergolescence is closing in on billions. 

Re Bobbitt's passage, I would just note in passing that it is not merely demographics, or even that and the cult of consumption together, that is moving this so called class farther from reaching its fantasies. It is also other processes, some working for centuries now, others only very recently, as well.
