Arendt, The Origins, Chapter Eleven The Totalitarian movement, II. Totalitarian organization
Most all people working in political campaigns here are what Arendt, and Hitler, would have called mere sympathizers, stooges, not even lower party members, and certainly not anywhere near the top of the party hierarchy.
A campaign itself is analogous to what Arendt calls a Front Organization, a whole large organization and its grass roots tentacles which is largely ignorant of the secret agendas of the top party officials directing it, usually indirectly.
In fact, they are intentionally kept out of that circle of knowledge. Pollsters like Shor know various very important facts, and thus are lead to wonder why things are the way they are with the party.
Sometimes they get fired, and even if they think they know why, they cannot even talk about that.
