Guess what Americans have just been told by some of their Congressmen?
The Russians are in their electoral computer systems in 20something of 67 local electoral districts in a state like Florida.
The Florida State government, which does not control these free standing populist electoral systems, knows nothing about it yet!

Nothing much really constitutionally prevents the Republican Party from merging with the Russian government.
There are, of course, a few details that would have to be worked out, but nothing legally or constitutionally insurmountable.
A political party, after all, is not here a part of the government itself. They would have to register and all of that.....
