Each toyed, at various times, with schemes for repatriation or new colonization. 

Hitler favored returning them back to the East, where the Czar had expelled them from in the first place.

There were various overtures by Lincoln for returning the Negroes back to Africa, or elsewhere, but America then bobbled that ball at every step. 

Emancipation itself had not meant that they were then entitled to stay.  

The radical Republicans later found them to be very handy voter fodder, at a safe distance, in the South, while pacifying Northern whites about the whole situation down there, in Dixie.
