The United States under FDR was rightly considered, by both fascists and non fascists, as opposed to any pact aimed against international revolutionary communism, because the United States itself was politically socialist, and Soviet leaning.
The pact was also aimed at weak, leftist, and degenerate western democracies the US, France, and Britain. Weinberg V II, p. 161.
Germany wanted it aimed at the United States, Japan at Russia.
Franco's regime wanted to avoid it, but had confronted both French and Soviet aid during the Civil War.
What really torqued Musso off, however, was France, electing a Jew communist in 1936, Leon Blum. See Weinberg, V II, 263.
It was rather a left wing Western trifecta: FDR, Blum, and MacDonald-Baldwin (Brit fake Conservative)
Chiang, incidentally, got fucked in Asia by both the left and right, Britain, France, Russia, Germany, Japan, to bring Mao to power.
