My own view is that what we think of as racism very long antedated the race thinking she discusses re Burke, etc.
Arendt is, of course, quite wrong about this detail, race consciousness only going back to the 19th Century, but she is so brilliant in many other ways you have to read her anyway, and correct her in your mind with other material on such a narrow point.
Frankly, it goes back long before the dawn of civilization. That has been becoming more apparent with discoveries of paleogenetics and history told by genetics predating the development of language.
