Wilhelm's bark was worse than his bite. Schroeder pointed this out.
He was blamed for WWI by those who had an interest in so doing. His military had come to run his show for themselves.

It was hardly merely about only  Britain and Germany, as review of the complex 19th Century, especially the Crimean War, the Franco Prussian War, and Russia's long adventures in the Balkans, shows.  Schroeder, Kennan, etc.

It had long been much more about Russia's place in the sun than Germany's.

But few Americans ever hear such things.
