The spiritual progenitors of the founding fathers had other aspirations, and other targets.

One of them was not Parliamentary (i.e. wider voting franchise) reform.

That was toyed with, briefly,  'populist enfranchisement', by out of power Tories, ironically enough, but neither by in nor out of power Whigs!

(Both Court, and ballot box, packing have a long and venerable history.)
