He wants to talk about domestic monopolists, charging foreigners less.
The real story is the one about smartphone global cost convergence, where the smartphone monopolist service providers keep on charging richer users a little more, and poorer users a little less, until eventually, because of all costs moving toward a mean, all users' average or median income is more or less the same, when smartphone costs will be the same everywhere.
Of course, by then, all pleb incomes will approach something like $700 a year.
You will notice Liberace does not say:
"Smartphone companies, why not charge all these poorer people a whole lot more for your service or else refuse to sell them any service at all, so that richer users don't have to pay so much, which is so so so unfair to richer users!?"
