He had no good plan for disposing of the freed negroes. He looked into all sorts of ways to get them transported or settled elsewhere, Liberia was one place he mentioned during the debates. None of it was important enough to him, or easy enough, to come even close to actual accomplishment. That wasn't, after all, his main goal.
What he did accomplish, his pain goal, was getting his new party to take over the government by fair democratic means, and then getting it immediately into a disastrous civil war that he wanted.
