When you voluntarily deindustrialize, over a long period of time, while not in war, you still eventually need to have a way to either feed clothe and shelter your population or euthanize a proportion of them or let them starve.
Starvation and tribal war are the mechanisms often selected in the less developed world.
There is no third alternative on this 'no war, no colonialism' hypothesis except widespread and permanent welfare, at the expense of those wealthy enough to bear this burden into perpetuity.
