He did apparently get a law degree from Georgetown, but it does not appear that he ever practiced law, or tried a case, jury or non jury. Maybe he can correct me if I am wrong.
He worked for Al Gore, which does not commend itself to me, but not as a lawyer.
The fact that such a person has been allowed to be an authority on Supreme Court decisions, which often involve complex questions on appeal regarding procedure and rulings at trials on evidence and other things, for decades, seems odd to me.
But then, think of his main publication, The Congressional Quarterly.....He has been writing for congressmen!
He probably subcribes to the Amherst Common language Guide. Prefers gender twilight zone toilets.
