WHY DEMOCRACY IS IN TROUBLE--A DIFFERENT VIEW XII

If other civilizations adopt our ways, or some of them, or seem to do so, as civilizations not as individuals, they will be doing so grudgingly.

Further, their ostensible adoption of Western ways will be, so  to speak, only skin deep.

Yet, some will say that skin deep is deep enough...........Collins may be saying that culture and skin color are synonymous with, or inherently connected with, or aspects of, civilizations.
