Go with two Consuls instead of a President, one from each party.
Go with a cabinet required to be composed of both parties, not one party.
Go with a Supreme Court of 10 justices, 5 each from each party, not a majority from one party.
Require Congress to evenly divided. There are ways to do this.
If this fails, then go back to a landed hereditary nobility running a Parliament, a crown, and so forth. At least there would then be some connection to the land, here in America.
