and I am not, as you may have seen, a special fan of how the federal government does things,
but state and local government makes federal government here look good.
There are a lot of reasons for that, and I can expostulate at length on it, but why bother, really? Who reads this rambling? One thing is for sure, no one who could actually do much about any of it, once again for a lot of well entrenched reasons.
