Following up, along a different path, which I have discussed here in the past, let's look for a moment at other related or interconnected aspects of the tendency for the US to trade American domestic interests away for presidential foreign policy objectives.
Here, I want to highlight another aspect of trading interests, trading third parties' interests, so called allies' both domestic and foreign interests as well, touched on also in Eckes' article (eg "The US therefore purchased market share in Europe and Canada for Japanese exports at the expense of American producers and workers..."), that was also likely at play, at least in the background of tit for tat, in what unfolded in a strategic crisis like the Cuban Missile Crisis.
These US nuclear missile sitings in Turkey probably came at an immigration, labor market share, price. Nuclear missile sites, after all, are rather dangerous for their host country, and maybe a little unpopular, aren't they?
Let's look at just a part of what that labor movement price, exacted by the US on behalf of Turkey, and paid by Europe, especially Germany, for siting those American missiles in Turkey, may have been.
It appears to be a labor market exaction in favor of Turkey, analogous to the commodities market exaction in favor of Japan noted by Eckes, re Japanese goods at the expense of both European and US makers.:

WHY DO GERMANY AND AUSTRIA NOW HAVE SO MANY WIDELY DETESTED MUSLIMS?

The German Department of Foreign Affairs carried on the negotiations after this, and in 1961 an agreement was reached.
Carrot and stick diplomacy...they were, after all, still occupied.
