They may be able to rig the attack as a non suicide attack.
THEY HAVE PLENTY OF ASSETS AND LEVERAGE IN THEIR ARSENAL
They may have learned a little something from WWII, how the rest of the world got screwed, after the shots were fired.
Why not screw us, without firing a shot, at least at first?
