The Project is filled with the kinds of misconceptions that have been in academic disciplines, especially liberal and left social sciences and life sciences, since at least mid 20th Century, arguing that racial differences are purely cultural, that the concept itself represents an evil direction of Western white culture and domination, and that it has been, as Silverstein and others still repeat, America's Original Sin.
Although there are many things Wade gets wrong, he does a good job of debunking this nonsense, especially regarding how it came about. See especially his Ch 4.
"America's Original Sin" probably was not original with Ashley Montague, student of Boas, and certainly not with Silverstein, but Wade notes how influential Montagu and these ideas continue to be.
