The big winner take all was that of the Radical Republicans, betraying Lincoln's terms of surrender at Appomattox after his death.
Enfranchising negroes was a pure cynical move to maintain Republican Party control in perpetuity after the Civil
War if possible.
It had nothing whatever to do with trying to help the negroes, whom Lincoln himself had tried to arrange to transport, not to allow to remain to stay and enfranchise for party purposes.
As I have said before here, it was analogous in infamy to that of Paris 1919 betraying the terms of the Armistice on Wilson's terms.
