He is attacking the bubbblelized billionaire as a rare and dangerous political species in the globalist capitalist jungle.
They are a threat to something he fondly and protectively calls The Global Economy.
Where did that good Global Economy come from that billionaires have ruined?
From the likes of Krugman.
Where did the billionaires he warns against emerge from, out of the slime?
The Globalist Economy Jungle he helped create.
He basically calls most American billionaires grifters. Trust me, he is right about that! He doesn't go far enough here, in failing to show how most of them piggybacked on federal R & D projects and other defense related taxpayer funded ideas, slum housing breaks and subsidies, which the grifters then turned to a quick profit, then a sudden chute in 2008.
Billionaires, in their bubbles, are his emanations, Krugman's Creatures of the night. If not his, then whose?

The NYT has known since the time of Woodrow Wilson and before, the time, as he mentions, of the Robber Barons, likened now to Tech billionaires, where these scarecrow figures, like Steve Jobs, a Scarecrow if there ever was one, spawn and grow.
