THE PETER PRINCIPLE AND THE PRESIDENCY

All Presidents have been embroiled in Peter Principle like difficulties; these difficulties are really rather  better seen as corollaries of that principle, insofar as the position, rather than the person, is, on the one hand, contradictory in its major requirements, and on the other hand, utopian in its conception.
