Reconstuction was fake "reconstruction" wastrel Northern carpetbagging, not Democracy.
What is called Jim Crow went on more in the North both before and after 'Reconstruction".
Northern white racists after all had elected Lincoln. They did not love negroes, but were afraid of them, and were terrorized by Lincoln's rhetoric that the South would nationalize negroes into the North and all of the West.
As J G Randall and others point out, Yankee soldiers marched illiterate gangs of negroes around southern polling stations multiple times for one election for a stooge negro Republican Yankee stooge candidate, until 1887, and called that southern Democracy.
By 1887 this Democracy, as the NYT calls it, was at risk.
Had the North elected any negroes, or even allowed them to vote, from 1865 to 1887.
