As Howard pointed out in the passage quoted there, the US was intent on dismantling all Western empires, immediately throwing all non Western countries and civilizations open to victorious Soviet penetration and nuclear proliferation simultaneously.
That is perhaps the biggest legacy of FDR.
It is also the US legacy of WWI, think of it as Woodrow Wilson I, and of Paris 1919:
