I don't think that this is true. I doubt that wars, even those which have commonly been touted as bringing a nation together, for us WWI and WWII are the classic examples, actually themselves did this.
 
They did also a lot of other things, simultaneously, and after, which, over time, cut very strongly against domestic social integration, and resulted in an American led globalization which frankly could care less about American domestic social integration.
 
It is also openly anti Western Civilization oriented, so we are a longstanding pariah within Western civilization itself as well.
 
Vietnam, similarly, was both very socially divisive for us while it was happening, unlike WWI and WWII, but much more importantly, disastrous for us, as they too were, in the long run, in a global hegemonic sense, in terms of their tendency to distract, and to enrich and empower so called allies in Asia, encouraging Americans to think, to this very day, that blindly booming noncommunists, both ideologically and for short term profits, was somehow good for America in the long run.
 
Korea had some very similar tendencies too.

Places where proxy wars like this have been fought have of course since ancient times been turned into wastelands.

FDR wanted to render Germany and in fact most of Central Europe, in general, pasturage, after WWII, until sense was talked into him, and into his successors.

England, before us, had long mostly been the same way, also throwing France into the mix of throw away buffer areas between Britain and Russia, its natural ally.

RE PROFESSOR BOBBITT SHIELD OF ACHILLES POSSIBLE WORLDS

I want to say a few words, at some point, here and there about what Professor Bobbitt prognosticated, 8 or 9 years ago now, concerning possible worlds scenarios.

Private sector companies allegedly do good uncertainty work, better than government. That is a given I think, for Western democracies, but I would point out, most Western firms, not really true (their perennially short time horizons). 


Witness also the recent disclosure, as just another example, that HP has cut most of its remaining R & D.

I am far from sure that places like Japan have not been doing something even more sophisticated re scenario planning for a long time now; perhaps I give them too much credit. No one can predict what actually will occur.

The BP situation may or may not be a good example of what Professor Bobbitt was referring to; certainly they found lax federal regulation, going in, and no doubt factored that into their cost equations, going forward, regarding whether certain failsafe measures were necessary.

I want to refer, in a more general sense, to some of the points made, regarding certain aspects of the analysis, re the Meadow, the Park, and the Garden, the drivers, etc., etc.

As I have pointed out here, his whole political career resonated with this colonization theme. 
Emancipation during the Civil War, without having first placed immediate colonization plans on a firm and agreed political footing, especially within his own party, was Lincoln's own special personal blunder, among other really big ones.

My suspicion is that the only way he might have gotten cooperation for such plans in our fragmented system, was to have threatened to halt the war, in its very midst, declare an armistice, treaty agreeing to secession, or something else,  unless an agreed, firmly established, and multi year plan for colonization were first hammered out by Congress and agreed by him.

The other huge point to make (Clausewitz or whatever):

Why even embark on a war which, even if you quote ' win ', you cannot then achieve the outcome (colonization) which you most intended to achieve? See George Julian's remark, Magness and Page, p 109, re if he had known colonization would not work whether his preliminary notice to the rebels would have been given.  

After all, Lincoln had won the war, before he was killed, yet no colonization plan, whatsoever, worthy of the name had ever been firmly put in place and agreed by Congress.

In fact, the opposite was where it stood when he died.

Further, the decision to recruit blacks as Union soldiers violated Lincoln's own principles, and made the whole project for colonization difficult to carry forward. By the end of the war, there were about 100,000 of these, who had been armed.

Lincoln expressed concern that these freed trained and armed ex slaves might then go back into the south and commence a race war there. One wonders why he didn't think of these things before that time.

Nevertheless the Civil War outcome was nothing whatever like what he had hoped for:

"I will say then that I am not, nor ever have been in favor of bringing about in any way the social and political equality of the white and black races,-- that I am not nor ever have been in favor of making voters or jurors of negroes, nor of qualifyling them to hold office, nor to intermarry with white people; and I will say in addition to this that there is a physical difference between the white and black races which I believe will for ever forbid the two races living together on terms of social and political equality." Keynes detailed the relationship between German government deficits and inflation.

This is without allowing anything for the payment of the indemnity. In Russia, Poland, Hungary, or Austria such a thing as a budget cannot be seriously considered to exist at all."

It is good to recall that Keynes was not talking about booming the third world.

Third World backwardness and poverty were not at all caused by the West, as one merely reading something like Marx, or today, something like Piketty, might conclude. One has to distinguish between 'the proletariat' and savages..........

He, Keynes, wasn't even thinking of the third world much in something like The Economic Consequences of the Peace.

He was thinking of the industrialized West.

The West did not get to its dominant industrial position by agricultural and mineral extraction trade with, and domination of,  the third world, but rather by industrial and commercial trade within the West.

THIRD WORLD AGRICULTURE BAIROCH

The Economic Development of the Third World since 1900

He makes some important observations I never thought about.
Why has third world agriculture, not even to get into third world industrial development, been so problematic? 

Some problems have to do with vegetarianism itself, normally associated with religious systems, and its tendency to keep people at or near a subsistence level for various reasons versus animal husbandry and its associated advantages.

Many people nowadays will try to tell you that vegetarianism is good for you and good for the planet, and there are elements of truth to that, but they miss Bairoch's arguments completely.

Additionally and catastrophically, he criticized very early what was then called the green revolution, already seeing where it was heading. 

It later has turned into a horrific monster with Monsanto and corporate control of vastly reduced numbers of strains of crops, and built in pesticides, re genetically modified products.  

It has been a truly horrific development, originally started by Western market capitalism and its philanthropy to feed a hungry enormous and bloated world population, so to speak, Arthur Daniels Midland, Monsanto, Dow, Etc.

Now it's even Microsoft, Bill Gates, Mr thousand dollar third world toilet, advertising AI to feed a hungry world with high tech.....

WESTERN INDUSTRIALIZATION WAS NOT BASED ON THIRD WORLD EXPLOITATION

Oppression and enslavement of third world folks was Kismet, and a happy coincidence. Icing on the cake of Western industrial development, so to speak.

That exploitation was purely incidental. 

You will never convince any low level person of any color of that today. They all think they made the West what it was, and now should be paid reparations for their subordination, and for the theft of what they contributed to Western domination of them. 

The people of color believe that they themselves, alone, made Western domination of them possible in the first place.

Paul Bairoch referred here to colonialism and to the exploitation of the third world in the 19th and early 20th century. 

He argued that this exploitation was not indispensable for industrialisation. 

This he thought is "good news" for the third world because it means that development could occur without exploitation of other regions.

THE DIRTY LITTLE SECRET REGARDING COLONIALISM IS THAT IT WORKED

You exploit their natural resources for you not them, and otherwise leave them where you found them, in a state of nature.
You don't have to sell them, or trade them, industrial products; certainly never teach them to make them themselves for sale.
Most of that trade, contrary to theories of industrial development being tied to colonial development, especially in the industrial revolution, was intra European  and North America trade, not driven by colonial trade. Raw materials inputs weren't the big cost factor. Most of the biggest raw materials inputs for the industrial revolution came from within Europe anyway. Cotton was an exception.

COMPARATIVE ADVANTAGE

You used to hear a lot about this idea, even halfway into the 20th Century. 

It was an economist's panacea for a virtuous specialized world trade market, leading, by natural self correcting equilibrating forces, to prosperity for all everywhere eventually.

It didn't turn out that way at all.

Reading Bairoch's book, one sees unfold the disaster it became for the under developed world.

Not that I am a fan of third world development in the first place. In fact the opposite.

But were I trying to promote it, comparative advantage would of course with hindsight be the last place for one to look for organizing principles for third world development.

Why am I talking about such crazy things as outdated economic historians talking about problems of third world agriculture?

The reason is to begin to burst the bursting bubble presumption that it was merely Western Imperialism that held the Rest back singlehandedly, apart from other causes besides merely Western imperialism.

This is a theme Bairoch touches on in some works, and we will bring those passages forward, to show that it was not merely the overbearing Western white man who dominated the colored man of the Rest, but also the backwardness of the colored man and his civilization itself which had made such domination possible in the first place, and its causes in the culture and history of the colored races and civilizations themselves rather than in the West itself.

I have been thinking that they would accuse the US of having caused the virus by arranging the marketing of illegal coronavirus ready animals in the market in Wuhan, and that Chinese vendors would not have been in this trade without American market pressure and involvement.

That should be the next shoe to drop.

Reading Randall Collins' works, see The Credential Society, Collins attempts to relate 'cultural capital' to an economic base, in a rough sense, to an economic market concept (but it has almost never been a real laissez faire marketplace out there) to account for cultural and political change over time. 


It seems to me that Collins' discussion is helpful for conceptualizing the role of culture, religion, education, media, and ethnic traditions, in a general sense, for economic and political dimensions.  


They are not identical, of course, culture and economic/political base, but distinctions and interactions are hard to conceptualize without circularity, ambiguity, superfluity, reductionism, etc. 


This discussion relates to my comments here about compartmentalization, specialization, and the remoteness, irrelevance, wastefulness, complexities, shapelessness, and obstructions of academic and educational fields, in relation to powerful movements of current history politics and commerce, which either ignore, bypass, pirate from, dissemble among, or hide behind them.


Collins' history squib of education in America is especially useful. 


His references, on everything, are insightful.

IF THE RADICAL REPUBLICAN PLAN WAS GOOD ENOUGH FOR THE SOUTH

then the Versailles Treaty, and then 25 years later, the Morgenthau Plan, were each certainly good enough for Germany!

The Germans and the Allies had agreed to Wilson's 14 Points as the basis for the Armistice in WWI, similarly to how the Confederacy had surrendered under terms Lincoln had promulgated and which had already been acted on during the war in some southern states.

The allies then betrayed the Germans at Versailles and repudiated their commitment, in the same way that the Radical Republicans betrayed the South by 1867 and had repudiated Lincoln's terms of surrender, and under similar conditions.

With unconditional surrender, engineered by the Soviets, there was no opportunity for terms. The Morgenthau Plan was actually implemented on the ground at first until the Marshall Plan was approved and took hold, but it took years, not months.

RE THE GLOBAL CLASS WAR BOOK Faux faux science economics

He gives a fairly accurate and useful account so far. 

One or two places I would quibble with him about, eg p 87,
"Globalization per se is not a product of political ideology. The gradual expansion of world markets is a natural consequence of evolving technology, communications, and business organization in search of efficiencies of scale."

He gives examples, both before and after p 87,  of ways in which it has been largely a question of greater and greater globalization as in fact the product of political ideology set up by institutions, notably those first developed, as he acknowledges, by Keynes, p. 88, one of his heroes, nonetheless, for Keynes' continuing reaffirmation of nationalism. 

(I share an affirmation of nationalism, but Keynes per se , so to speak, is not my paradigm for it.). 

Further, pace Faux, globalization is as little a natural process as are the notions, in management, of a product life cycle, or of so-called mature industries, eg manufacturing, or mature products, moving off shore, to make room for 'service economies', and symbolic analyst entrepreneurs (Faux' passage on how this played out is wonderful p.72-74), in 'post industrial societies'.

As he says, re Robert Reich's symbolic analysts paradigm, MNCs overcame this would-be geekocracy by turning these 'knowledge workers' once again into 'plug-and-play' pieces....p. 74. 

As I have remarked elsewhere here, the economics field, (as Randall Collins also might perhaps remark, a pseudo discipline specialization,) had been a doomsday machine for the West.

Ironically, Faux' work contains numerous good examples of faux science in economics, in spite of his stubborn reverence for Keynes. 

One might all along very well have been a trade, commercial, and military, nationalist, 
without the pseudo discipline of economics, which always was ill suited to underpinning it.
