You can offshore untouchables, plague victims, felons, illegal migrants, all kinds of folks whom you need to get rid of permanently.

I say send them to Africa. There is already so much dying there, a little more will make little difference!
Migrants into Italy or Greece or Spain, I would offshore all the way to, say, the Congo, just to make sure they have almost zero chance of ever bothering Europeans or Russians again with their presence.
Maybe Putin can be persuaded to kick in a few roubles for this worthy cause, not to have to worry about them again in this lifetime!
Same goes for Chinese who illegally try to get across the Sino Russo border bringing who knows what with them!
