is strewn with money for defense and security ending up aiding the biggest private companies develop new industries and products for private sector profits, largely at the expense, in terms of R & D and in other ways, notably risk shifting, of the taxpayer.
Now, a lot of that know how, also called intellectual property, has been foolishly off shored, by hook or crook, through theft, license, or cutting deals for access to cheap production facilities.
