Why shouldn't we have bestowed the bounties of federalism onto the USSR, after WWI?
It would not have been that hard to do.
Dividing it into at least three separate monarchies seems, in retrospect, to have made much more sense than to allow it to lumber forward as a Stalinist land mass behemoth regime, as it did.

the menu French toast Romano for Gigi
I think of Italian dishes as ' for Gigi ':
This is ' French Toast Romano ',
rather like eggplant parmesan........
sprinkle grated pecorino Romano onto bacon fat fried french toast.
Muir Glen garlic roasted garlic sauce to cover.
Bake at 350 for 15 minutes.
