The rhetoric re economic nationalism was pure rhetoric.  


We have seen it so often from Democratic Presidents, whose foreign policy agendas have usually closely mirrored Republican Presidents' as well. 


Nixon at least acted sometimes as if he had economic nationalistic instincts, 


but then he opened the door to China even after Japan had cleaned industrial and technological house here.


Ironically, the Republicans used to be the economic nationalists, until taken over by larger interests even than previously.
