Let's just say that the younger generation here, white and black, conclude, based on various theories, (maybe even Strauss Howe, who knows?) that we are all one, under the skin.

The whites decide to act on this by appearing black with black face make up.

Take a look at Trading Places. It may not be quite like that, in reverse, for black face whites, but that is a fanciful place to start.
