Michael Howard said things with similar implications long ago,
and certainly others as well, Bobbitt for example.
Prestowitz actually titled a book Trading Places.
I thought at the time that that was pretty obvious.
But he was quickly labeled a Japan basher (rather than a US basher, which was more correct), and must br deluded.
