Imperialism had seemed, but only seemed, to be unnecessary and unjust, especially even within the Western European liberal Establishment, already since the 18th Century,
quite apart from later disastrous developments in the 20th Century with which both democracy and capitalism should be implicated as causes of disaster, rather than as cures for imperialist wrongs.
