The modern hobbled nation state can deal with terrorist attacks, in general, scarcely better, if any, than with WMD.
This was a point, in different words, but much the same meaning, re WMD, actually made by Bobbitt in Shield.
The so called Market State, whatever you think that is, cannot protect anyone from anything.
