You really want to go back to the WTO, under Clinton, to see how the ball has been rolling.

Yet, earlier American trade policy, since the early 20th Century,  was similarly un American, in intent.

(Interestingly, Wikipedia, re TTIP , talks about the EU as 'a Power' vis a vis the US and others. 
I don't know how much of a ' standing army '  ( a big bugaboo for colonial Americans) the EU has, but I do not consider it a 'Power', regardless of such military alliances as it may have.
Powers are those entities, great or small,  which have their own resources, in the absence of alliances, or should their alliances otherwise fail. So call the EU a weak meta power.)
