Fukuyama was one, but the list is very very long.
Nye, Kennedy, Bobbitt, Prestowitz, etc., etc.
They each had their own respective agendas.
Call it ' playing three sides ' perhaps, in some cases?

In any event, many different reasons....
Look at the ' Asia bashers ' ' as a group ':
Usually they bashed the one (or more) they weren't pandering to......cf. Johnson, Friedman LeBard, Prestowitz, Bernstein Munro, etc.;
but not always;
sometimes, now and back then, they even chronicle the conflicts on behalf of the one they are pandering to, eg Ohmae, or, say, Fishman re China.
